Motion by Councillor Minnan Wong

Councillor Denzil Minnan Wong has moved the following motion on the 2010 Operating Budget.
 
"That City Council delete the following recommendation 9.1:

Delete:

9.1  The General Manager of Economic Development and Culture be requested to submit a report to the Executive Committee, within the current mandate, on possible strategies for Arts and Cultural Funding in future years, taking into consideration the new revenue stream created by the Billboard Tax and Council's previously adopted Culture Plan, appended to the report from the Martin Prosperity Institute which evaluates the cost of addressing inflation, as well as matching expected growth in the sector."

How the Budget Debate Will Proceed

Here is the process that will be used in the debate on the 2010 Operating Budget.

1. A presentation will be made by City staff summarizing the highlights of the budget.

2. A question period will begin in which Members of Council can ask questions of City Officials or the Mayor. Each member has 5 minutes to question.

3. At the end of questioning, debate will begin. Each Member of Council is entitled to 5 minutes to speak on the budget with the possibility of a 2 minute extension. During that speech, the Member may propose amendments by motion.

4. If a Member moves a motion during their speech, other Members are entitled to ask questions of clarification. There are two minutes allowed for these questions.

5. When all Members wishing to speak have spoken, voting will start.

We will be posting motions to this blog as they are made. We will also post votes on the motions as soon as we can after the vote is concluded.

That Council delete the recommendations of the North York Community Council, and adopt instead the following:

"City Council refuse the rezoning application for 2300 Yonge Street, 20 Eglinton Avenue West, 411 Duplex Ave and 33 Orchard View Boulevard (Yonge Eglinton Centre) and instruct the City Solicitor to appear at the OMB in opposition to this rezoning application and retain outside planning evidence as necessary."

2 - Motion to Amend Item moved by Councillor Karen Stintz (Carried)

That:

1. Recommendation 4c of the North York Community Council be amended to now read as follows:


"4c. A Community Steering Committee to be established, in consultation with the Chief Planner and Executive Director, City Planning, the City's Public Realm Unit, and the local Councillor, to review the Site Plan Application for the subject lands as it relates to the design of the proposed at-grade open space at the corner of Yonge Street and Eglinton Avenue, and to assist with the programming of the open space, at grade and for the rooftop garden, and to assist with the re-location of the public art that is currently located on the square. "

2. Recommendation 4d of the North York Community Council be amended by adding the words “through memorative plaques, tiles or pictures”, so that it now reads:

“4d. Creation of a historical museum on site to acknowledge the importance of North Toronto’s History, through memorative plaques, tiles or pictures.”

3. The following new Recommendation 4e be added:

"4e. A $20,000 contribution be made by RioCan for the purposes of funding community programming, the open space at grade, the rooftop garden and the renovated public garden, to be allocated in consultation with the Community Steering Committee. "
