Motion by Councillor Milczyn

Councillor Peter Milczyn has moved the following motion on the Core Services Review:

5 - Motion to Amend Item (Additional) moved by Councillor Peter Milczyn (Final)

That City Council direct the City Manager not to consider a less proactive and detailed intents City Planning review process, as previously directed by the Executive Committee [Decision Advice Item 2:2a] and instead, request the Chief Planner to report to the Planning and Growth Management Committee on how to meet cost saving targets by modifying the detailed intents review process and fee structures, as part of the Official Plan Review.

Motions by Councillor Josh Matlow

Councillor Josh Matlow has moved the following motions on the Core Service Review:

6a - Motion to Amend Item (Additional) moved by Councillor Josh Matlow (Final)


That:

To offset service level adjustments, City Council direct the City Manager to:


i) report to the Public Works and Infrastructure Committee Committee on the feasibility of implementing toll roads on the Don Valley Parkway and the Gardiner Expressway for motorists living outside Toronto who do not contribute to these roads through property taxes; and

ii) collect on Provincial Offences Act tickets from the Ontario government that are estimated to be $40 million a year.


6b - Motion to Amend Item (Additional) moved by Councillor Josh Matlow (Final)

That City Council amend Recommendation 1.d. by adding the following words:

such Request for Expression of Interest to stipulate that:

i. facilities must remain free or move to a "pay-what-you-can" system;

ii. any potential operator must comply with the Captive Wildlife Standards under the Ontario Society for the Prevention of Cruelty to Animals Act;

iii. preference will be given to potential operators that emphasize education, conservation and rehabilitation; and

iv. no more than 10% of the existing area of the facility be turned over to commercial activities such as gift shops and restaurants.

so that 1.d. now reads:

d. Parks, Forestry and Recreation -- Request the General Manager of Parks, Forestry and Recreation to issue a Request for Expression of Interest, on terms and conditions satisfactory to staff, to operate the Park, Forestry and Recreation's zoos and farms, with the exception of the Riverdale Farm; such Request for Expression of Interest to stipulate that:

so that 2.c. now reads:

Authorize the City Manager to issue a Request for Expression of Interest, on terms satisfactory to the City Manager, to determine options for sale, lease, operation or other arrangement in respect of the Toronto Zoo, provided that the City Manager shall work with the Toronto and Region Conservation Authority (TRCA), Provincial and Federal Governments to accommodate their interests; and such Request for Expression of Interest to stipulate that:

i. any potential operator must comply with the Captive Wildlife Standards under the Ontario Society for the Prevention of Cruelty to Animals Act; and

ii. preference will be given to potential operators that emphasize education, conservation and rehabilitation.

6d - Motion to Amend Item (Additional) moved by Councillor Josh Matlow (Final)That City Council amend recommendation 13 by:

1. deleting the lead in paragraph and replacing it with the following words:

"City Council direct the City Manager to report back to City Council on the following:"

2. by adding the following part:

d. on all proposed policy, staffing or program adjustments when there is a potential impact to the provision of services.

so that 13 now reads:

13. City Council direct the City Manager to report to City Council on the following:

a. negotiating and entering into any required agreements, and ancillary transactions on terms satisfactory to the City Manager to be executed by the City Manager or the appropriate Division Head;

b. drafting, and introducing any by-laws as may be required;

c. addressing any employment or labour implications by ensuring that the recommendations are implemented in a manner that complies with any of the City's obligations pursuant to an applicable collective agreement, applicable City policies, and the City's statutory, contractual, and common law rights, and obligations; and

d. all proposed policy, staffing or program adjustments when there is a potential impact to the provision of services.

6e - Motion to Amend Item (Additional) moved by Councillor Josh Matlow (Final)

That Recommendation 1f. from the Executive Committee be amended by adding:

"with the exception of the Toronto Youth Cabinet and the Seniors Forum where budget and staffing resources are to be retained.", so that the recommendation now reads:

"1f. Social Development, Finance and Administration, Cluster A -- Reduce community and neighbourhood development activities by suspending (1) staff supports to Council Advisory Bodies, (2) work on the development of community service hubs, and (3) work on the development of social development plans for communities undergoing revitalization; with the exception of the Toronto Youth Cabinet and the Seniors Forum, where budget and staffing resources are to be retained."









Motion by Councillor Sarah Doucette

Councillor Sarah Doucette has moved the following motion on the Core Service Review:

That Recommendation 1d. be amended by adding:

ii. issue a separate Request for Expression of Interest to solicit proposals on conservancies for both High Park Zoo and Toronto Island Park, which would include the operation of the zoo and farm"


so that the Recommendation now reads:


"1d. Councillor Gloria Lindsay L:uby has made the following motion on item EX10.1, headed "Core Service Review – Final Report to Executive Committee":

That:

1. City Council exempt, from privatization, any service which makes a profit, specifically, the Toronto Parking Authority.

2. City Council direct that any service which generates revenues and already engages with the private sector be removed from the review.

That City Council delete Recommendation 1(j):

Recommendation to be deleted:

j. Transportation -- Eliminate the Public Realm's Neighbourhood Improvement Program which allocates funding to each of the City's 44 wards;


3c - Motion to Amend Item moved by Councillor Gloria Lindsay Luby (Final)

That Recommendation 2c be amended by adding the following words:

"and the Toronto Zoo Board of Management be included in any meetings regarding the future of the Toronto Zoo."

3d - Motion to Amend Item (Additional) moved by Councillor Gloria Lindsay Luby (Final)

That Recommendation 15 of the Executive Committee be amended by adding:

"and that the City Manager, in his consideration of voluntary donations by taxpayers, allow taxpayers to make donations to specific services rather than donations being directed solely to general revenue."


"15. City Council request the City Manager to report on options to add a voluntary contribution option to future property tax bills so taxpayers who are willing to make a larger contribution to fund City programs can easily do so; "and that the City Manager, in his consideration of voluntary donations by taxpayers, allow taxpayers to make donations to specific services rather than donations being directed solely to general revenue."

That the 4 free garbage tag program be eliminated.


3f - Motion to Amend Item (Additional) moved by Councillor Gloria Lindsay Luby (Final)

That any underperforming City venue, such as museums, be reviewed to allow them to beopen to entrepreneurial opportunities, such as weddings and other events.

Councillor Joe Mihevc has made the following motion on item EX10.1, headed "Core Service Review – Final Report to Executive Committee":

a - Motion to Amend Item (Additional) moved by Councillor Joe Mihevc (Final)
That Councillor Cho's motion 1b be amended so that the membership of the Committee includes Councillors from across the political spectrum.
That City Council establish a task force of Members of Council to focus on a Toronto campaign to have the Province pay for the costs of programs downloaded to the City of Toronto and its share of contributing to services such as public transit.
 
b - Motion to Amend Item (Additional) moved by Councillor Joe Mihevc (Final)
That City Council request the City Manager to report at the Budget Launch on a full list of options on the revenue side to help balance the 2012 Operating and Capital Budgets.


c - Motion to Amend Item (Additional) moved by Councillor Joe Mihevc (Final)
That City Council request the City Manager to report to the Budget Committee on a 5% net expenditure reduction to be compared to his current requested 10% cut.


d - Motion to Amend Item (Additional) moved by Councillor Joe Mihevc (Final)
The City Council request the City Manager to schedule an open-ended budget briefing for Members of Council in October, where senior staff is present, and all Councillors have a full opportunity to be fully briefed and to ask questions.

Motion by Councillor Cho on Core Services Review

Councillor Raymond Cho has made the following motion on item EX10.1, headed "Core Service Review – Final Report to Executive Committee":

1a - Motion to Amend Item moved by Councillor Raymond Cho (Final)
City Council amend Recommendation 2c by adding the following words:

"and that, prior to the City Manager issuing the Request for Expression of Interest for the Toronto Zoo, the City Manager be directed to consult with the Toronto Zoo Board of Management so that Torontonians who love and care about the Toronto Zoo can be given an opportunity to express their wishes and their ideas about the future of the Toronto Zoo.

1b - Motion to Amend Item (Additional) moved by Councillor Raymond Cho (Final)

City Council establish an Intergovernmental Committee, to be chaired by the Mayor, to work with the provincial and federal governments to give the other levels of government an opportunity to take a fair share of their financial responsibilities for the City of Toronto, and the City Manager be requested to report to the Executive Committee on a proposed terms of reference for this Committee.

Order of Business

Here is rough guide to following the order of business at City Council during today's meeting on Core Services Review.

There are 3 items on the agenda.  Council has started debating the main item on the Core Services Review.

Mayor's remarks

The Mayor is speaking to the recommendations of the Executive Committee that are currently before City Council. 

Members of Council are entitled to ask questions of the Mayor for up to 5 minutes.

Presentation

The City Manager and the Chief Financial Officer are scheduled to make a presentation after questioning of the Mayor is completed.

This will be followed by a question period during which Members of Council may ask questions of City Officials for up to 5 minutes each.

Debate

After questioning is completed, debate on the first item will start. 

Each Member is entitled to up to 5 minutes to speak, with the possibility of a 2-minute extension with the permission of City Council.

During this time, Members may make motions to amend the recommendations currently before City Council.

If a Member moves a motion, other Members may question the mover for up to 3 minutes for the purpose of clarification of the motion.

Voting

After all Members who wish to speak have done so, City Council will proceed to voting on the recommendations. 

A Member may ask that the recommendations be broken down and voted on individually if desired.
