Motion to Amend Item moved by Councillor Howard Moscoe (Final)

That:
Recommendation 1a of Executive Committee be amended so that:
  1. The rebate program be adjusted so that campaign contributions from $25 to $100 be eligible for a rebate of 90 percent and to offset the cost of this, no contribution over $300.00 be eligible for a rebate.
  2. No contributions to a mayoral campaign over $300.00 be eligible for a rebate.

Recommendation 1a of Executive Committee be amended so that:

  1. To be eligible for a City of Toronto contribution rebate, individuals who are the owners, senior officers or directors of a corporation that does business with the City of Toronto or develops land within the City of Toronto or acts on behalf of a corporation that does business with the City of Toronto, be required to declare that interest at the time they make a contribution to a candidate and such declaration be listed on the candidate disclosure form and the City web site.

That City Council request the Provincial Government to amend the Municipal Elections Act to require individual donors who make multiple donations (for example donations to more than one candidate) to make their identity or official titles known together with their names at the time of donation.

b - Motion to Amend Item (Additional) moved by Councillor Michael Thompson (Final)


That Council request the City Clerk to report to the Executive Committee, after the 2010 Municipal Election, on the feasibility of implementing municipal funding for elections, the report to include:

  1. What amendments would be required to the Municipal Elections Act to allow a municipally funded election to take place;
  2. The cost of a municipally funded election; and
  3. What qualifications should candidates have to be eligible to register as a candidate in a municipally funded election.

2 - Motion to Amend Item moved by Councillor Adam Vaughan (Final)

Councillor Adam Vaughan moved the following amendment on item 37.1:

The item as amended was adopted unanimously.


That the City Clerk be directed to request the Province of Ontario to amend the Municipal Elections Act to permit the City of Toronto to extend voting hours to ensure that voting places are open for a minimum of 10 hours and are fully operational during that time.

3 - Motion to Amend Item (Additional) moved by Councillor Anthony Perruzza (Final)

Councilor Anthony Perruzza moved the following amendment on Item 37.1:

That should Bill 212 pass, the Minister of Municipal Affairs and Housing be requested to consider the following:

That:

1. Poll clerks require a photo ID from a voter when there is reasonable doubt about the identity of the elector .

2. Where it is necessary to administer an oath that a photo ID be required.

4a - Motion to Amend Motion moved by Councillor Janet Davis (Final)

Councillor Janet Davis moved the following amendment on a motion made by Councillor Howard Moscoe on item 37.1:

The item as amended was adopted unanimously.



That Councillor Moscoe's Motion 1 be amended so that the City Clerk include in her report to the Executive Committee on February 1, 2010, the feasibility and potential costs for including in the Election householder, the translation of basic election information in languages that are spoken by a minimum of 2% of the population, by Ward, according to the most recent Statistics Canada data.

4b - Motion to Amend Item moved by Councillor Janet Davis (Final)

Councillor Janet Davis moved the following amendment on item 37.1:

That Recommendation 2 of the Executive Committee be amended by adding the following:

"The City Clerk be requested to provide information in the languages identified by the process described in Appendix C."

Councillor Howard Moscoe moved the following on item EX 37.1:

The item as amended was adopted unanimously.

That Council adopt the following recommendation contained in the report (November 27, 2009) from the City Manager and the City Clerk [EX37.1a]:

City Council request the City Clerk and the City Manager to report to the Executive Committee for its meeting on February 1, 2010 on the feasibility and costs of providing transportation for electors with disabilities to the voting places if disabled accessibility cannot be achieved within a local voting area.

Status of Toronto City Council Meetings

The following information is provided to clarify the status of Toronto City Council's meetings this week.

Regular Meeting of City Council (#42)
  • The regular meeting of City Council (Meeting Number 42) started on Monday, November 30 and continued, Tuesday, December 1.
  • The meeting is now recessed, with many items remaining.
  • These include the Sign By-law (PG33.10) and the Girls Hockey item (CC42.1) among others.

Special Meeting of City Council (#43)

  • On Wednesday, December 2 at 9:30AM, a Special Meeting of City Council to consider various election matters will take place (Meeting Number 43).
  • This is a new and separate meeting.
  • Meeting 42 will remain in recess while Meeting 43 takes place.

Resumption of Regular Meeting (#42)

  • If the Special Meeting is completed before 8PM on December 2, Meeting Number 42 will be resumed shortly thereafter.
  • If the Special Meeting does not finish before 8PM, another time will be set by Council to resume Meeting #42. This could be Friday, December 4, but this has not yet been determined.
  • Council will adopt an Order Paper for the resumed session when it reconvenes. That will determine the order of business, including the resumption of debates on the sign by-law and girls hockey item.

Special Meeting of Executive Committee

  • The Special Meeting of the Executive Committee on the 2010 Capital Budget scheduled for Thursday, December 3 at 9:30AM will proceed as scheduled.
