Motion by Deputy Mayor Holyday

Deputy Mayor Doug Holyday has moved the following motion on item PW3.1, Solid Waste Management Services Garbage Collection Request for Quotations (RFQs)

3 - Motion to Amend Item moved by Deputy Mayor Doug Holyday (Final)

That Recommendation 2 from the Public Works and Infrastructure Committee be deleted:

Recommendation to be deleted

2. City Council delegate authority to the Bid Committee to award the RFQs described in Recommendation 1a and 1b, subject to the following conditions being met, failing which the award will be made by Council:

a. That the price quoted by the recommended bidder be within the Approved 2011 Solid Waste Management Services Operating Budget;

b. That there are no material written objections by a bidder, as defined in Chapter 195, Purchasing, of the Toronto Municipal Code, to the award;

c. That the award is to the lowest price bidder meeting specifications; and

d. All requirements of the Purchasing By-Law, Chapter 195 are met.


and City Council adopt the following new Recommendation 2:

2. City Council direct that the award of the RFQs described in Recommendation 1a and 1b be submitted directly to City Council for approval.

Motion by Councillor Carroll

Councillor Shelley Carroll has moved the following motion on item PW3.1, Solid Waste Management Services Garbage Collection Request for Quotations (RFQs)

That City Council delete Recommendation 2 of the report (April 14, 2011) from the General Manager, Solid Waste Management Services and the Director, Purchasing and Materials Management as follows:

Recommendation to be deleted:

2. City Council delegate authority to the Bid Committee to award the RFQs described in Recommendation 1a and 1b, subject to the following conditions being met, failing which the award will be made by Council:

Motion by Councillor Augimeri

Councillor Maria Augimeri has moved the following motion on Item CC6.1

That Motion 10 by Councillor Holyday be amended by adding the words "and that the City Solicitor report to Council at the time of the appointment of the replacement Board of Directors with respect to amending the Articles of the Corporation to a minimum of two (2) directors" so that Recommendation 1c now reads as follows:

1c. Section 3.01 of By-law No. 2 of the Corporation shall be amended to require a minimum of one (1) director and a maximum of thirteen (13) directors and the Articles of the Corporation be amended by changing the minimum number of directors from "two" to "one", with no change to the maximum number of directors and that the City Solicitor report to Council at the time of the appointment of the replacement Board of Directors with respect to amending the Articles of the Corporation to a minimum of two (2) directors.

Councillor Paula Fletcher has moved the following motions on item CC6.1:

Motion 9A


That City Council amend the letter from Mayor Rob Ford (March 8, 2011) by adding the following:

That the Toronto Community Housing Corporation (TCHC) be requested to review and report back to the Community Development and Recreation Committee on the performance of the current contracted buildings within the portfolio in comparison to those which are directly operated in terms of efficiency, costs, repairs, state of buildings and tenant satisfaction and during the review period TCHC be requested to refrain from awarding any new contracts other than those which have historically been granted and are necessary for the operations of TCHC.



Motion 9B

That motion 1a. by Councillor Wong-Tam be amended so that recommendation 3 reads:

City Council ensure a full board of directors is in place by the June 14 and 15, 2011 City Council meeting.

Motion by Councillor Davis

Councillor Davis has moved the following motion on item CC6.1:


That City Council amend Councillor Kristyn Wong-Tam's recommendation B.1.d. to add the following words "and that Councillors Nunziata and Parker be appointed" so that B.1.d now reads:

d. City Council appoint the person identified in Confidential Attachment 1 as Chair of the Board at the pleasure of Council and that Councillors Nunziata and Parker be appointed to the Board of Directors for a term ending upon Council appointing a full Board of Directors.

Councillor Adam Vaughan has moved the following motion on item CC6.1:

Motion 7A

1 That Council request the TCHC to post on its website any and all meetings between the Director(s) of the interim board and lobbyists.

2. That Council request the Lobbyist Registrar to report to the Exective Committee, in consultation with the City Solicitor, on the ability to implement a Lobbyist Registry at TCHC.

Motion 7B

That City Council amend the Letter from Mayor Rob Ford (March 8, 2011) by deleting Recommendation 2 and replacing it with:

2. That City Council request the TCHC to redirect any funds set aside for remuneration of the interim Board to the TCHC's capital repair budget.




Vote on Motion to Defer

Here are the votes on Councillor Fragedakis' deferral motion. The motion did not carry.

That City Council defer the Item until the appropriate committee can properly examine the Auditor General's report and make recommendations to City Council that will protect the City, the taxpayers and the residents of Toronto Community Housing Corporation against further liability.
