Motion by Deputy Mayor Holyday

Deputy Mayor Holyday has moved the following motion on the Core Service Review:

That City Council direct the City Manager, in consultation with the Deputy Manager Cluster "B" ,to report to the Public Works and Infrastructure Committee on the feasability of issuing a proposal call for the expansion of the Don Valley Parkway to allow for toll lanes (one in each direction) that would also accommodate buses.

That in order to see where the parties in the upcoming election stand on assisting the City meeting the demands of delivering transit service, City Council urge the organizers of the party leaders' debate on September 27, 2011 to ask all parties for their views on reinstatement of the TTC operating subsidies.

That Recommendation 1(g) (Toronto Building) be referred to the City Manager for consideration and identification of alternative strategies to streamline and coordinate the provision of building permit and zoning information by the Building and City Planning divisions for report through the 2012 budget process.

"1.j. Transportation – Council reconfirm its commitment to reinvest income from the Astral Media Company Street Furniture contract into neighbourhood improvements through community partnerships (Public Realms Neighbourhood Improvement Program)."

That City Council amend recommendation 7 by:

1. deleting the words "extend the timeframe to achieve the City's tree canopy goals"; and adding the words:

"to retain the current timeframe to achieve the City's canopy goal and explore community stewardship ideas; and, the report to include; and, the report to include the impact of the Emerald Ash Borer and Asian Long Horn Beetle on the City's canopy when considering recommendations to the Committee.
so that Recommendation 7 now reads:

A. City Council request the General Manager of Parks, Forestry and Recreation to review the forestry service plan, and report to the Parks and Environment Committee with recommended changes to retain the current timeframe to achieve the City's canopy goal and explore community stewardship ideas.

B. The General Manager of Parks, Forestry and Recreation's report to include the impact of the Emerald Ash Borer and Asian Long Horn Beetle on the City's canopy when considering recommendations to the Committee.

That Recommendation 11 of the Executive Committee be amended by adding "and report to City Council through the appropriate Standing Committees", after "City Manager", so that the Recommendation now reads:

"11. City Council request the City Manager to review the remaining efficiency related opportunities as set out in Appendix E of the report (September 9, 2011) from the City Manager, and report to City Council, through the appropriate Standing Committees, to determine whether and in what manner implementation is appropriate through the 2012, 2013 and 2014 Operating Budget, subject to Toronto Municipal Code Chapter 71, Financial Control, City and agency collective agreements, and human resource policies."

That:

1. Executive Committee Recommendation 1(g) be deleted and replaced with the following:

"1g. Toronto Building – The City maintain service levels for providing information to the public on building permits and that such services be provided at no cost to taxpayers by increasing application fees for building permits to ensure full cost recovery."

1. Executive Committee Recommendation 2b be deleted and replaced as follows:

"2b. 1. A task force be established, to examine options to reduce City subsidies to the three City-owned theatres (Toronto Centre for the Arts, the Hummingbird Centre for the Performing Arts (Sony Centre) and the St. Lawrence Centre for the Arts).
2. The City Manager be requested to prepare a draft Terms of Reference for consideration by the Task Force.

3.. The Task Force include Councillor Gary Crawford (Chair) and the two Councillors representing the Wards in which the Centres are located (Councillor Filion and Councillor McConnell), in addition to citizen members knowledgeable about the operation of theatres (to be chosen by the City Manager in consultation with the three Councillors).


4. The Task Force report to City Council, through the Executive Committee, no later than February 2012."
