Vote on Item CC37.1 - Streetcar Funding

City Council has approved item CC37.1

1. City debt financing replace the one third federal funding budgeted for a total City debt funding amount of $834 million for the TTC Capital Project No. CTT122 “Purchase of 204 Light Rail Vehicles (LRVs)”.

2. In order to not increase the net debt for the City of Toronto’s 2009 to 2018 Capital Plan, Council authorize the reallocation of debt funding in the amount of $417 million from TTC capital projects that are to be deferred beyond 2018, as outlined in Appendix A of the attached communication from the Chief General Manager of the TTC.

3. Council authorize the City Manager and the Deputy City Manager and Chief Financial Officer to take the necessary actions to give effect thereto.

Special meeting of City Council - June 26, 2009

In accordance with §27-28 of Chapter 27 of the City of Toronto Municipal Code, the Mayor has called a special meeting of City Council on Friday, June 26, 2009 at the Metro Toronto Convention Centre, 255 Front Street West, Room 105, North Building, Toronto, Ontario, for the following purposes, such meeting to start at 10:00 a.m.:

1. to consider a report (June 25, 2009) from the City Manager and the Deputy City Manager and Chief Financial Officer, headed "Purchase of 204 Light Rail Vehicles (LRVs) - TTC Capital Funding".

2. to introduce and enact a confirming by-law for this special meeting.

Councillor Janet Davis has moved the following motion:

That the recommendations of the Public Works and Infrastructure Committee be amended as follows:

1. Amend recommendation 2. to include representation by the following City Division: Diversity Management and Community Engagement.

2. Amend recommendation 5.c. to read “develop a program for creating accessible walking routes…”

3. Amend recommendation 5. d. to read “: the relocation of bicycle parking racks and other barriers from narrow sidewalks/boulevards to alternative locations….”

4. Amend Appendix 1 – Toronto Walking Strategy Actions, Designing Streets for Pedestrians section 4-5 to read “Develop a pilot project to install and evaluate different design options for relocating bicycle parking racks and other barriers from narrow sidewalks/boulevards to alternative locations….

5. Amend Appendix 1 – Toronto Walking Strategy Actions, Give Priority to the Needs of Pedestrians in All Planning Decisions section 4-10 to read “Develop a reference manual of pedestrian-related design standards and guidelines, including the City’s Accessibility Design Guidelines, to be consistently applied in appropriate studies and processes…

That Motion 1c by Councillor Moscoe be referred to the Chief Planner and Executive Director, City Planning, for a report to the Planning and Growth Management Committee.

Motion by Councillor Nunziata on the Toronto Walking Strategy

Councillor Frances Nunziata has moved the following motion:

That Recommendation 5d be amended by adding the words "and consider the use of advance green signals" so that Recommendation 5d now reads as follows:

d. develop pilot projects to install and evaluate different measures and design options to improve the pedestrian environment including: the relocation of bicycle parking racks from narrow sidewalks/boulevards to alternative locations, and implement 10 locations in 2009 and 2010; and the introduction of “No Right and Turn on Red” restrictions at strategic intersections beginning with 10 locations in 2010; and consider the use of advance green signals.

Councillor Howard Moscoe has made the following motions on the Toronto Walking Strategy.

City Council forward a copy of the Toronto Walking Strategy to the City’s Disabilities Issues Committee and the Toronto Transit Commission’s Advisory Committee on Accessible Transportation (ACAT) for recommended additions and adjustments to accommodate the disabled.

That Section 4-3 of Appendix 1 be amended by adding the words "especially in suburban neighbourhoods (walkway lighting)", so that Section 4-3 now reads as follows:

4-3 Document sidewalk zones on city streets, based on the Vibrant Streets Guidelines, to guide a multi-year program to reorganize and de-clutter sidewalks and boulevards to achieve optimal pedestrian clearways, especially in suburban neighbourhoods (walkway lighting).

The Executive Director and Chief Planner and the General Manager, Transportation Services, have regard for the Toronto Walking Strategy in the implementation of the York University Secondary Plan including the update currently before Council (NY26.39).

The General Manager, Transportation Services, be requested to:

1. identify the criteria to be used to evaluate "No Right Turn on Red" restrictions which will be used in selecting the new locations and evaluating the viability of existing locations;

2. consider the feasibility of having some "No Right Turn on Red" restrictions apply only during periods of significant pedestrian activity; and

3. submit a report thereon to the Public Works and Infrastructure Committee.
